In accordance with the relevant regulations of the Department of International Cooperation and Exchange of the Ministry Education China (MOE) and the China Scholarship Council (CSC), and in combination with the actual situation of Hebei Normal University（HNU）, the application guidelines for this scholarship program have been formulated.

1. Introduction to the Scholarship

Chinese Government Scholarship(High Level Graduate Programs) is a full scholarship that provides funding for international students studying full-time in China. As an authorized enrollment unit for the Chinese Government Scholarship, Hebei Normal University is now recruiting international postgraduate students (masters and doctoral students) for this scholarship program from all over the world. The final admission result is subject for the expert review results of the China Scholarship Council.

2. Required Conditions to Applicants

(1) Non-Chinese citizens holding valid foreign passports.

(2) Be physically and mentally healthy and must meet the physical examination standards for applying for a study visa or residence permit in China.

(3) Applicants who come to China study for a master's degree must have a degree equivalent to a bachelor's degree from Chinese university and be under the age of 35. Those who come to China to study for a doctoral degree must have a degree equivalent to a master's degree from Chinese university and under the age of 40.  

(4) Be friendly to China and no criminal records.

(5) To apply for Chinese-taught majors: Chinese proficiency must have HSK5 with a score of 180 or above. Applicants who have used Chinese as the teaching language can submit the certificate issued by the college. Upon approval by HNU, they will be exempted from submitting the HSK score certificate. To apply for a master's degree in Teaching Chinese to Speakers of Other Languages, you must have HSK5 with a score of 210 or above and HSKK(Intermediate) with a score of 60 or above.

(6) To apply for English-taught majors: TOEFL ≥ 80; IELTS ≥ 6.0; Native English speaker. (Satisfy at least one of them)

4. Application process

Log in to the "Chinese Government Scholarship Information System" (http://studyinchina.csc.edu.cn   or http://www.campuschina.org  ) and fill in the application information.  (Type: B; The code of Hebei Normal University: 10094) Submit the "Chinese Government Scholarship Application Form" online and print it with your signature.

The following materials are required for online registration (Attachment 1 ):

(1) Passport and ID photo

(2) Diploma and certification report

(3) Complete transcript

(4) Language proficiency certificate

(5) Two letters of recommendation

(6) Study and Research Plan in China

(7) Physical examination report and blood test results

(8) Non-Criminal record

(9) Other supporting materials

Note: All of these application materials must be originals in Chinese or English. If the document is in another language, the original document, Chinese or English translation and notarized copy are required. Applicants need to ensure that the email address, Wechat account and contact number filled in the system are accurate. Additional materials will be notified via email (Email address: scholarship@hebtu.edu.cn). The applicants are responsible for unsuccessful registration due to late submission of additional materials, improper notarization, or incorrect contact information.

5. Enrollment Category

For detailed information, please refer to Attachment 5. The specific enrollment catalog will be approved by the Ministry of Education. If the declared major exceeds the above range, the application will be deemed invalid.

6.Time of Application

From the date of announcement to March 10, 2024.

7. Selection Procedure

(1) Qualification review

All the application materials submitted by applicants online will be reviewed.

(2) Assessment

The assessment is organized by the college to which the major belongs. The assessment method is as follows: interview; interview and written test. The specific assessment method, time and other matters will be determined and notified by each college.

(3) Pre-admission

HNU will determine the pre-admission list based on the applicant's qualification review and assessment results, as well as the applicant's major preference. HNU will send the pre-admission letter via email (Email address: scholarship@hebtu.edu.cn). After receiving the pre-admission letter, the applicant must upload the pre-admission letter to the Chinese Government Scholarship Information System (https://campuschina.org). Doctoral applicants must also upload a study and research plan in China signed by the pre-admitted doctoral supervisor.

(4) Admission

The final admission result is subject to the expert review results of the CSC. The paper version of the "Admission Notice" and "Visa Application Form for Foreign Students Studying in China" will be sent out in July-August 2024. Please ensure that the mailing address and recipient's contact number filled in the registration are valid and available.

Admitted applicants should go to the Chinese Embassy (Consulate) to apply for an X1 visa with the "Admission Notice" and the "Visa Application Form for Foreign Students Studying in China". The X1 visa will be converted into a study-type residence permit within 30 days after entry. Those who fail to complete the relevant procedures will be revoked admission qualification. HNU does not accept students holding non-study visas to register for admission. Students whose visas or residence documents have expired are not allowed to stay .

8. Other Instructions

(1) According to the registration date admitted students must come to the school to complete the registration. The registration procedure and location are required in the "Admission Notice". Students will not be accepted to register in advance. Those who fail to register after the deadline without approval will be deemed to have given up their admission qualifications and their scholarship qualifications will be cancelled.

(2) According to the relevant regulations of the Ministry of Education, HNU will conduct physical examinations and admission qualification review again when applicants arrived. Those who fail the qualification review will be cancelled scholarship.

(3) It is mandatory to participate in the annual scholarship review as required. Those who fail the evaluation will have their scholarship qualifications suspended or cancelled.
